Professor Emeritus, the Honourable Mr. Justice Burgess, is one of the most accomplished and recognized jurists in the region having recently completed a 6 -year term (January 2019 to April 2025) as a Judge of the Caribbean Court of Justice (CCJ).
He is a former Judge of the Court of Appeal in Barbados (2010-2019) and a former Judge of the Inter-American Development Bank’s Administrative Tribunal in Washington, D.C. (2003-2010). At the IADB he served as the body’s Vice-President in 2007 and 2009 and President from 2009-2010. He has also been a Judge on the 7-member panel of the World Bank Administrative Tribunal, having been appointed in 2013. In 2017, he was elected by his fellow Judges to be the Vice President of the Tribunal and in 2019, President of the Tribunal.
Mr. Justice Burgess served twice as Dean of the Faculty of Law at The University of the West Indies (UWI) (1989-1992;1995-2005). He was the first graduate of the Faculty of Law (UWI) to be appointed Dean of the Faculty and has the distinction of being the longest-serving Dean of the Faculty. In 2003, Mr. Justice Burgess was elevated to the rank of Professor in Corporate and Commercial Law thereby becoming the first law graduate of the UWI Faculty of Law to be awarded a personal Chair.
In 2013, in its 70 th Anniversary Celebrations, Mr. Justice Burgess was recognized by the University of the West Indies as one of its seventy most outstanding graduates in the history of the Cave Hill Campus. In the 50 th Anniversary Celebrations of the Hugh Wooding Law School, Mr. Justice Burgess was recognized as one of the School’s six most outstanding alumni in its history.
Mr. Justice Burgess is author of Commonwealth Caribbean Company Law published by Routledge (UK) in 2013 and The Law of Corporate Receivers and Receiver-Managers published by Caribbean Law Publishers (Jamaica) in 2002. He has also published in leading law journals on legal issues, especially in corporate and commercial jurisprudence. His published work has been cited by the Caribbean Court of Justice, the UK Privy Council and courts throughout the Commonwealth Caribbean. His journal articles have been cited in such leading common law classic texts as Cheshire, Fifoot and Furmston “Law of Contract”, Hanbury and Martin “Modern Equity” and Pettit “Equity and the Law of Trust”.
Between 1992-1993, he was a Senior Commonwealth Fellow at Oxford University, England.
Mr. Justice Burgess has served as a member of the Barbados Judicial Council, a member of the Tax Appeal Tribunal in Barbados, and as Chairman of several national and regional committees. He is married to Mrs. Sandra Osborne-Burgess and is the father of three sons Ayo and Akil and Kwame (previous relationship).
